It depends entirely on what you mean by development. If you mean the brain growing, the answer is clearly earlier — the brain doubles in size in the first year and reaches about 80% of adult size by age 3. If you mean skills like reasoning, self-control and complex language, then 3 to 5 genuinely is a boom period. The dangerous version of this belief is the one that says there is no rush before 3.

The claim

Ages 3 to 5 are often presented as the peak window for a child's development — the years that matter most, when growth is fastest. It persists because preschool starts around then and because it is the age when change becomes visible to adults: a three-year-old starts holding conversations, playing with other children and following rules, so it looks like development has just accelerated.

What the evidence says

  • By the measure most people mean, the fastest period is earlier — considerably earlier. A newborn's brain is roughly a quarter of adult size. It doubles within the first year, and by age 3 it has reached about 80% of adult size. Nothing between 3 and 5 comes close to that rate. Researchers call the window from conception to age 2 the 'first 1000 days' precisely because it is the steepest part of the curve.
  • Connections between brain cells are built fastest in the first two years. Synaptogenesis — the forming of connections — starts before birth and peaks within the first two years for most of the brain. In infancy the brain is forming connections at an extraordinary rate. Myelination, the insulating process that makes signals travel faster, also advances most rapidly in infancy.
  • But different parts of the brain peak at different times, and this is where the claim earns some ground. The timing varies enormously by region: hearing areas peak at around 3 months, while the prefrontal cortex — the part behind planning, reasoning and self-control — peaks considerably later, with estimates around 4 to 5 years. So for the abilities parents most associate with 'growing up', ages 3 to 5 genuinely are a peak period.
  • Which is why 3 to 5 looks so dramatic from the outside. Vocabulary grows fastest between roughly 18 and 36 months, but what happens next is the assembly: sentences become complex, children start telling stories, negotiating, taking turns, waiting, managing feelings, and playing imaginatively with others. Those are enormous gains. They are just not the same measure as brain growth.
  • The idea that a window slams shut is itself contested. The 'first three years' framing was challenged decades ago by John Bruer, who argued the neuroscience had been over-extrapolated — much of it from animal studies comparing severely deprived conditions against ordinary ones, not ordinary conditions against enrichment. The brain keeps changing well beyond childhood, with pruning in some regions continuing into the twenties.
  • For autism specifically, the evidence on when to start support is more mixed than slogans suggest. Meta-analyses of early intervention do not show a simple 'the earlier the better' line. One found benefits on social communication peaking around age 3.8; a 2023 review of very early intervention found only moderate-certainty evidence of little to no difference in autism traits, thinking or expressive language by age 3. Starting age and a child's starting profile both matter, in ways not yet well understood.

The verdict explained

This one is neither true nor false — it depends on what is being counted, and the claim never says. On the measures of raw brain development, ages 3 to 5 are not the fastest period and it is not close: the brain's most dramatic physical growth and connection-building happen in infancy and the toddler years. On the measures parents actually notice — talking in full conversations, playing with other children, waiting a turn, managing frustration — ages 3 to 5 are a genuine boom, and the part of the brain running those abilities does appear to peak around then.

So the statement is defensible if it means 'a great deal of important development happens between 3 and 5', and wrong if it means 'this is the steepest part of the curve'. Both readings circulate, usually without anyone specifying which.

The reason this is worth pinning down is what the second reading does to a worried parent. If the fastest development is still ahead at age 3, then concerns at 18 months or 2 years can be filed under 'too early to tell' — and that is where the belief causes harm. The developmental signs that matter are often visible well before 3, and the assessment and support pathways are slow enough that waiting turns into years. The honest position is that no age is a deadline and no age is a reason to wait: development is fastest early, it stays substantial through the preschool years, and it does not stop at 5.

What this means for caregivers

  • Never use this belief as a reason to wait. If something about your child's development worries you at 18 months or 2 years, that is the moment to raise it — not something to revisit at 3 because the 'real' window has not opened yet. Waiting lists are long, and the time spent waiting is not neutral.
  • Do not let it become a deadline either. The flip side is just as damaging: parents told the window shuts at 5 often carry real guilt if a diagnosis comes later. Brains keep changing, and support started at 6, 8 or 11 is still worth having. Nothing in the research supports writing off a child who was identified late.
  • Ask which development someone means when they quote you an age range. Brain size, connection-building, language, reasoning and self-control all have different timetables. A claim about 'development' with no noun attached is usually too vague to act on.
  • Treat ages 3 to 5 as important without treating them as the beginning. They are a real period of growth in exactly the skills that matter for school and friendships. That is a reason to invest in them — not evidence that the first three years mattered less.
  • Be sceptical of programmes sold on the strength of this claim. 'Critical window' language has a long history of being used to market enrichment products and intensive curricula. The original science compared severely deprived environments to ordinary ones; it never showed that ordinary loving care needs supplementing with a purchased programme.

Important caveats

  • This check is about typical developmental timing, not about any individual child. Children vary enormously, and an unusual pattern is a reason to ask a professional rather than to compare against an average.
  • The autism early-intervention evidence is genuinely unsettled. 'Earlier is always better' is a slogan the meta-analyses do not fully support — but that is an argument for good support at any age, never an argument for delaying an assessment.
  • Different sources place the peak of overall synapse density anywhere from age 2 to age 5, depending on which brain regions were measured and how. Anyone quoting a single confident number is smoothing over a real scientific disagreement.
